I'm a junior music major and while this is true, once I got to my third and fourth level classes there is a lot of theory that is in fact based on rules. The trick is when you venture into the world of composition...those rules of course can be bent and broken and that's why what's being written today sounds so weird. It isn't following the "rules" that our western world ears have grown used to.
