My school didn't rate, but I'm not sure if that's a good thing or a bad thing

The whole "party" thing here tends to be dominated by the Greek system, and I'm not really into that whole scene. I didn't attend a frat party until I was a junior.
I think Oregon State is a school where a person can have a lot of fun if they want, whatever kind of fun that is. If you want to go out on Thirsty Thursday, there's always something going on. Whether or not it's going to be what you want is a different question. For those of us who prefer quieter gatherings, we usually have to wait for another night of the week. But the fact is you do have to look for opportunities to party. I assume at other schools that is not the case.
I chose OSU for the campus, not the parties.
