This is the "Nigerian" email scam, like Cynthetiq said. There are many variations, some including a "distant, related-by-marriage" relative has deceased and to inherit his fortune (anywhere from 50,000-millions of dollars) you have to send a similar "fee."
Back off immediately!
My best friend's cousin's family got duped by it, his stepdad eventually quitting his job when he received a fake check in the mail for 8 million dollars, only to get the authorities after him when the bank caught sight of it.
