It's female genital mutilation at any age. It might not be forced, but it is definitely coerced.
Frankly, I really like watching various flaps of skin grasping at my penis during intercourse. There's something about watching that that just drives me over the edge.
Anyway, if they were all cut back, they wouldn't be as much fun to watch. And, they wouldn't be nearly as much fun to explore.
