Seeing as you can't ping, there is one of three things I can think of that could be wrong:
1. they (the ip addresses) are not configured correctly. You should be using "private addresses" like is shown in my screen shot above. If you make the two machines 192.168.2.1 and 192.168.2.2 both with subnet masks of 255.255.255.0, these will be correctly configed.

2. firewall - something between the two machines, which could be the windows built in firewall or other software firewalls (e.g. Norton's antivirus and McAfee both have firewalls bundled...)

3. hardware - bad cable would be the most likely culprit, though any of the network cards or hub could be potentially broken.
