I'd follow the directions as written. If you have any questions, there should be a contact number on the bottle if you need to ask any application questions.
Having been someone that had once lived in an apartment with lots of fleas (my roommate's two samoids), I know what you are going through. I remember we did the carpet spray, and bombed the house, and that seemed to do the trick.
Also, remember that fleas don't live on the animal, they just use them for feeding.
