I'm assuming you want to shampoo to get rid of whatever is on the carpet from the last renter. I would shampoo the carpet, let dry completely and then spray the place down. Also talk to your vet to get a flea treatment for your cat. Over the counter products aren't as strong or effective in the long run. Atleast your cat will be protected in case of a reinfestation. Your vet can probably tell you the best way to rid your apartment of the pests.
