Well, I did a bit of research. I remembered the environmental organization part and assumed it was EPA. It's actually the Grand Canyon Trust, the Southern Utah Wilderness Alliance, and the Utah Wilderness Coalition that are banned. My statement that the town is a UN-free zone is correct.
