AFAIK the F1 had a single tyre manufracturer for a long time in the past (AFAIK Goodyear).
A lot of the proposals sound good, especially the one to reduce aerodynamic grip. Than it the reason we see so few overtaking maneuvers. Reducing the aerodynamic grip will allow to follow an other car closely through corners giving you enough slipstream to start an overtaking maneuver.
Especially the larger Tyres would be good since they produce a larger slipstream.
Today the cars produce too much "used" air (turbulences) that destroys the aerodynimic of the following car. The cars have to keep a longer distance between them in the corners thus making it impossible to overtake
What bothers me is the amount of preproduced parts. F1 was always about High Tech and innovations, testing the limits and such. FIA produced parts recudce this aspect of F1.
