Handgun safety classes are usually pretty cheap through the NRA, although the VAST majority of handgun/gun safety can be covered in the following two rules:

1: ALL guns, unless they are in pieces, are loaded. PERIOD.
2: Never point a gun at anything you are not prepared to destroy. This include Bad Guys.

Depending upon where you live, a license for a handgun ( purchase ) is probably not needed. Here in my home state of NC, it is $5. If you mean a Concealed Carry Permit, it will probably cost around $200; this includes range time, classroom instruction, and your examination.
