One cookbook I recommend picking up for the beginning cook (or improving cook) is Better Homes and Gardens' cookbook. It has sections that teach you how to cook basic things several ways so it gives you some building blocks to work with. My BHG cookbook is an awesome resource as it also has picture illustrations of how to do certain things--like make white sauce for instance (everyone should know how to make white sauce) or how choux pastry should look when it comes together.
Armed with that, everything else is easy.
