Along the same line as MrSelfDestruct.. I think there are a lot of kids (10 - 17) that know exactly what they are doing and how they can get away with stuff because they know that they have that 'allowance'.
How will anyone learn to take responsibility for their actions if we keep 'raising' the responsible age bracket?
I personally think that the sooner you give people responsibility for their actions, the sooner they will sort themselves out.
