Did some googling on this, for patients under the age of 18, doctors offices may have different rules. She can call the doctor's office ahead of time (even anonymously) and ask the doctors office.
If she was over 18, then it's definitely confidential, doctor can't tell anyone, without permission from her. Under 18 -- it depends.
Her mom seems to be comfortable with the subject of her going to a GYN, why doesn't she talk to her mom about what's going on.
