It's a Tranquilizer but can be used as a drug. Most Vet clinics use it to sedate cats and larger animals. How it gets made into a drug.. well you can google that answer
I'm thinking if they actually named the kid "Special K" then they were using it. I highly doubt they are in love with a diet cereal that much. Poor kid, hopefully he'll be able to change his name when he's old enough.
