The farther north you go, the better skin all the babes have; young Canadian women from the west coastand young ladies from the Pacific Northwest, tend to have gorgeous complexions. All that rain and mist moisturizes their skin, I guess. And they don't go in for tanning so much. One thing against the German women I knew is that they were so sun-crazy -- when they could _get_ sun -- that they took a lot of U/V damage early on that fair skin of theirs.

Aside from that, I'll second the Brazil/Portugal idea, because half of my family is Portuguese, and a couple of my cousins are/were exceptional, nay, memorable, examples of glorious womanhood. If you want to see prime young Porto/American women in the flesh and you live on the east or west coasts, check out the annual parade put on by your local Portuguese society; it's full of 17- and 18-year-old Portuguese beauties dressed like medieval queens.
