Can you burn movies when it's installed in your PC? Have you tried burning a movie that you know works?

You may need specific drivers for the USB enclosure. Make sure your USB drivers are updated, then check with the manufacturer of the enclosure.

Oh... is it USB 2.0? Or 1.x? I can't remember the speeds each are off-hand, but now that I think of it, 1.x probably wouldn't be a sufficient speed to burn a DVD. Check the bitrate to burn a DVD then compare it to the transfer speed of a USB cable. That might be the problem. Disregard the comment about that not making sense.
