I think that there is semantics invovled. It would be more accurate to state that there was a 1 and a half times increase instead of a 150% increase. It's just dumbass laziness or buzz word talk.

or a sensical usage of proper terms.... 2 to 4 is a 100% increase due to the fact that magnitude has doubled itself. 2 to 5 is a 1.5x change of magnitude. generally speaking in mathematics, .01 is considered 1% therefore, a mangitude incrase of 1.5x would be the equivalent of a 150% increase.
