Vertical refresh circuit.
Connect it again and try tilting, shaking, and slightly compressing the case from various angles. If the picture jumps to normal height, even intermittently, you likely have a cold solder joint at one of the components. Those can be easily fixed by someone comfortable with monitor work (quite dangerous if you don't know what you're doing). Sometimes a monitor like this will work for a while after you give it the caveman "whack", which is an approved fix for dying low-value electronics.
If the horizontal line never changes then a component probably failed. Rooftop toss candidate.
