Who cares what the Norwegians think, his daughter flashed the horns in Washington, not Norway. I wouldn't say the gesture was inappropriate in the least seeing as how Jenna Bush made the gesture as the Longhorn marching band passed by, in Washington.
The Nords are just showing their ignorance by being offended by that.
