Minors can't have sex at all (legally, at least), so you could charge her with battery (or whatever yelling death threats at someone is) and underage sex (probably .5-2 years imprisonment) and you can charge him with having sex with a minor (2-5 years and register as a sex offender).. that is if the court even takes in this case.
