The answer to this really depends on how much you know about her and if you think she really has the means to carry out her threat. Since people say crap like, "I'll kill you" or "I'll kick your ass" on a daily basis, it is usually hard to tell how serious the threat really is.
City or country doesn't make much of a difference. They have access to the same deadly methods.
If she said it in a serious manner then I would treat it as a possibility.
