When I had long hair, all winter I looked like I was touching one of those tesla coils all the time. My hair just kind of .... floated along with me. One thing I found that worked was brushing my hair while I was electrically grounded - like touching metal barefoot. I also found that blow-drying it till it was still just a tiny bit damp and then putting some anti-frizz stuff or leave-in conditioner on it helped, too.
