Eye witnesses are extremely unreliable, and what they say should be taken as such and not the actual truth. If you are in the area of a shooting and people are panicing, adrenalin sets in and makes time seem funny. What may have seemed like only a minute may well have been 5 minutes, which isn't an unreasonable response time considering that they were waiting for him and it wasn't unexpected. If you show 10 people a video of a robbery, you will get 10 different accounts of what happened, some of which with be WAY off of what really happened. When I was in psychology we were shown a video of a robbery, waited 20 minutes and were then asked to write a phony police report about what we saw. Some of the responses were so far off it was ridiculous. So just because someone was there and saw what happened doesn't mean that they know what really happened. Anyway, there could be something to your theory, but I would venture to say proabably not.
(and as a side note, the killings were not for attention. Malvo was only a puppet, the other guy (sorry I cannot remember his name at the moment) was trying to scare his wife so he could convince her to get back together with him and move with their kids somewhere else, or something along those lines)
