it's legit. but it won't shield you from annoying calls anymore.
while my experience has been similar to kjroh's in that the frequency of these calls has dropped significantly, when my wife was working for Dish Network she told me how they were getting around it:
establishing call centers in Canada and Mexico!
Fucking A! at what point do these people get the hint?
So that's legal loophole.
Pass the word, the only reason this thing got passed in the first place was due to consumer complaint to Congress over being scammed and shit. So now it's time to raise ruckus about how they are circumventing the law.
Politicians may be a lot of unsavory things, but they certaintly don't like to be punks.
