So I don't exactely know what your problem is, but I'll decribe my problem and then we'll see if they're the same, hey what?
I'm running windows 2k. I at one point tiled two windows in order to see things side by side. From then on, all windows opened at half size. The way I have apparently fixed it was to minimize all my windows using the task bar right-click menu, and then open them from there. But you need to give more details about this so someone more knowlegable than I can help you.
