The scrapbooking kits that are at Walmart or wherever seem to have more than enough supplies to get started. The favorite scrapbooking thing I have are those scissors that cut out different patterns, they're great for photots and paper.
I think the best part about scrapbooking is getting together with someone and spending an afternoon getting pages done. That way you can trade around supplies and get some new inspiration. If you don't know anyone who scrapbooks all I've had to do is show someone the ones I've done and then they want to do their own.
