So Lasereth explained PvP servers but regular servers require you to ask for concent to start PvP. So nobody can attack any one else unless both players agree. Accept in the Battlegrounds where PvP is always on.
What this means is that the PvP aspect of the game is being kept to a few zones on the regular server. If players don't want to go there, they wont have too, but if they step into them they can get attacked at any time just as if they were on a PvP server.
On the PvP server almost all zones accept the newbie zones are open to PvP but the Battlegrounds are the only zones that offer further incentives for PvP.
