No, it has nothing to do with instances or seperate zones. Some zones are contested meaning that they're fully PVP no matter your level. If you go to an Alliance or Horde town and slaughter the entire village then your raid group or team gets honor points. In other words, there's actually incentive to raid towns of the opposing faction.
I can't wait until they put in these PVP themes. The game will get a hell of a lot more exciting concerning PVP!
