The paragraph right before the one you quuoted, explained it. Basicaly you go into a seprate zone, and within that zone there are two towns, those are the towns to destroy. Not the ones you normaly play in. So you wont have any quest there.
It all sounds really cool to me, almost sounds like a battlefield game. Thats if you can get into these machines.
