To an extent, this kind of thing is getting looked into - The Green and Libertarian parties have raised enough money for a recount in Ohio. ~4,000 extra votes for either candidate is wrong, and does need to be investigated. Does it imply wholesale fraud? Probably not. The electronic voting machines, regardless of who manufactures them need to be overhauled to provide a better level of accountability, and certain states are working on this, IIRC Nevada tested out a paper trail system for their machines.
I think that instead of hoping for long shot recount victories, Democrats need to realize that voting machines did not cost them this election - John Kerry did. His campaign didn't start to kick until late September, and then obviously didn't hold it's own. How did they lose to a President with job approval numbers below 50%? Maybe it's time to field better candidates.
