In Britain they have started certificating games the same way they do films.
Obviously GTA:SA had the highest possible rating, which is 18.
Game makers can now include whatever they want in games, as long as they don't mind the game having a high certification, which will reduce the amount sold.
With the GTA series I don't think the 18 certificate has made much difference though...
