I discovered the issue. It had something to do with the VIA chipset AGP driver having issues with my motherboard. How I fixed it was that I had to install SP2, and use the default SP2 AGP driver, and now I'm able to run at 8x, like I'm supposed to. Thanks for trying to help guys.
