It is an extreme case, but its not in the least bit uncommon anymore. I see kids all the time between my work, my friends that work with kids, and my charity work that are pregnant as young as 11, or have multiple kids by the time they are 13-14, etc.
As for where the parents are, I have no idea. I can't understand how a parent could stand by and let this type of thing happen.
