Well just came back from studying there and i had the best time, but studying is studying and the army is a whole different ball game. Anyway the English voltage system is different from the german and i just bought a plug adaptor and was on my way to success. A laptop has a transformer on it that steps down the voltage it needs so there should be no problem. Laptops are designed to be used anywhere and that means different countries to and if they weren't they'd be pretty shit for the business person or student or anyone.
As for the army having high speed internet, who knows but i expect so. It is afterall the american army you guys have everything.
