Well, short of seeing her with another woman or her telling you that she is bisexual, there really isn't any way to tell. No more than you can tell if a man is gay or a woman is straight, that is. People don't generally announce their sexuality to the world in so many words.
If you think she is then you should ask her. Don't say 'Are you bisexual?' of course, but ask her out to a bar and as the conversation gets going, try and steer the topic to that. If she's got a boyfriend or a girlfriend then don't try and move in on her.
If you are pretty sure that you want to date or experiment with a woman then you should let her know. If she is a friend of yours then it might be awkward but if she is just an acquaintance then perhaps you should treat her like you would treat a man that you wanted to date. Ask her out on a date, give her some hints, make a move on her. If she's not a friend then you've got nothing to lose, just like asking a man out on a date.
