The purpose of terrorism is to terrorize. Provided they don't give away operational details, it makes sense. For example: If they say "We're going to do "XYZ" bad thing at "ABC" place using "RST" method on such and such a date", that's pretty stupid. If they just say "we're going to attack you, wait for it", their message is enhanced greatly.
