From what I see, ABC didn't announce it. Matt Drudge did. And we all know Drudge's standards for accuracy; post first, let others ask questions later.
So, how did Drudge get the information? Possibilities:
1) someone at ABC leaked it
2) someone at the White House leaked it, as an October Surprise. We're about due for one.
