Right. There are no video options in safe mode.
Why are you in safe mode? Your pc won't boot up any other way?
Even if you can't change any settings in safe mode, you should still be able to uninstall the AGP drivers giving you trouble or install a driver for the monitor. If the fix does indeed work then you should be able to boot normally and then re-install the AGP drivers on the disc or download new ones and install them.
You mentioned running "slow video." I assume that was with a normal boot. You could always try going into the device manager and uninstall or delete the monitor, re-boot, and see if XP works it out itself.
