Are you sure about this? I'm talking about a completely free site powered entirely by its users and a P2P distribution system called Bittorrent...if there's something like this, I've never seen it before.
And about the authentication...I think that the scanning the license thing would be a good idea, but I still worry about the whole Photoshopping a license thing...I'd have to come up with something better...maybe even have whoever shoots the film actually film themselves signing a waiver and whatnot. I just REALLY worry about the legal side of things...the technical and content side really wouldn't be huge problems.
