Moving strictly from Rookie to Tilted doesn't necessarly grant you anything special. Just a new title
As far as the chat room, anyone can join that. I think the specifications on that are in the General Discussion forum. I haven't been in ages myself.
When you become a "full member" you'll see new forums such as Members Playground and Tilted Exhibition. Cool stuff like that
