The argument is that the non-BCS bowls will be decimated by a play-off, but I'm not sure how it would be any different--but for the one big one, they are all exhibition games.
There are at least 15 bowls, so there would be an easy solution. Put the top 16 teams in 8 of the bowls. The winners move on to 4 of the 7 remaining, then 2 of the 3 and the final is the championship. The argument against is that fans can't travel to that many games, but the whole thing is made for TV anyway.
