Who cares even if he is being prompted. There is not a politician today that gives a speech without either audio prompting or a visual prompter.
Oh, and no, that doesnt look like that was the audio he was being fed to say. It was probably a glitch with the network, as Munku points out. The reason he talks slow in that speech and with many pauses is for the translators to translate the speech.
