Not that I'm saying that it doesn't happen (in fact I think it does), I'd say that particular video is faked because a) It would be too easy to fake, given it's a video, b) There was no big controversy regarding this video, and c) With Bush's totalitarianism, he would probably somehow get the act of publicly showing that video to be considered treason, and no one is going to risk their lives for a joke-video website.
Interesting, nevertheless. Reminds me of "Wag the Dog."

Who cares even if he is being prompted. There is not a politician today that gives a speech without either audio prompting or a visual prompter.
Oh, and no, that doesnt look like that was the audio he was being fed to say. It was probably a glitch with the network, as Munku points out. The reason he talks slow in that speech and with many pauses is for the translators to translate the speech. |

Having worked with multi-media in the past, it would be quite simple to alter this video. I doubt the validity, but I find it very entertaining....
