It depends on what you mean by "genre".
One Piece is a typical shonen title, just like
Naruto. So, it has plenty of action, comedy, and drama. It's a little more heavy on the comedy than
Naruto but the drama is more dramatic, if you can believe that.
It's not a ninja story, however. I'll quote the opening background for you:
