I could possibly see it happening after the elections, win or lose. If Bush lost the elections, it would be his last attempt to implement his brand of national security and at teh same time, give Kerry one hell of a cluster-fuck situation to inherit.
It would make absolutely no sense to do this before the elections. There are enough people frustrated with the Iraq situation as it is. Adding a revamped Iran into the mix would stretch us even thinner. It would ensure his defeat in the election.
