How about no? I don't think that the Russian government would care so much about how the rest of the world thinks about the whole Chechnya situation that killing hundreds of children would be justifiable. Putin has always been pretty hard on the Chechnyans; I don’t see why he would suddenly need to galvanize his people against terrorists. Now for your proof:
It would be difficult, if not impossible to figure out how many people are inside the school grounds for a few reasons. 1: The number of parents, grandparent etc on a given day would be variable. 2: The terrorists would have blocked most ways of seeing into the building.
There probably wasn't any connection between the downed planes and terrorism. Maybe the Russian government isn't out to scare their people into submission?
The condition of the footage doesn't mean a great deal. If it was recorded into a digital format then either it will work or it won't. If it was recorded onto tape, then maybe it was just “lucky” (if you can even use that word in this thread) and it wasn’t in harms way when the bombs exploded.
It is hard to fathom what the terrorists were thinking when they decided to blow up a school. Killing children would hardly endear their plight to the Russian people.
