Yes, there would be a difference in sensitivity, how could there not be? If you're uncircumcised the head of the penis ONLY is exposed during sex. The rest of the time it's not rubbing up against fabric all day. Use your common sense on this one. When it isn't being touched by anything for days at a time and then it is only exposed to be inserted into a woman of course it's going to be a lot more sensitive.
No, there is no reason to circumcise someone because of hygiene. Listen, if you don't clean your penis once a day regardless of weather you are cut or not then you already have some serious hygiene issues that you need to deal with. It's not harder to clean an uncut penis, and all penises (and people) should be cleaned once a day.
