While saying "Hi, Hello, Howdy(depending on where you live and what you're most comfortable with), are usually good conversation starters, every situation will be different and should be treated as such.
If someone looks at you eye to eye, "I've always found the simple "Hi, Hello, or Howdy" to work wonders. When they don't look you in the eyes that's when you have to get witty and creative.
As someone has already stated, when you speak speak with confidence but let me also add don't be cocky. Something else, don't ask to many obvious questions such as "so do you work here?" Obviously if she's wearing a wal-mart vest with her name on it and she's at the register checking you out, asking her "So you work here at wal-mart?" she'll probably look at you in a "What was your first clue, Einstein?!" kind of way...... You can however ask something like "Giselle, you've got a beautiful name." Or if they act like they've had a long day just say something like "Do you need me to buy you a drink/coke/coffee after work?" in a non-threatening type of way.
Anyway, my point is that different situations call for different responses.
