I think they have always been there. I think the internet is way they can do what they want from their home, anonymously. Law officals realize this and are finding more ways to track and bust them, as it is illegal. This of course leads to more press which may make it seem like there are more out there. Fear of people finding out is a law enforcement tool..i.e publishing names of people who got busted for soliciting a prostiute.
Unfortunatly..it is supply and demand. Some people want it and are willing to pay big bucks for it. Personally I think every NAMBLA member and others like them ought to die with a hot poker up their ass and a railroad spike in their head (in that order).But in other countries (where most of this comes from) their laws are more laxed than ours.
Also, maybe you should be more specific in your definition-- an 18 yr old who sleeps with a 16 yr old is a pedophile (legally) I am going to take this post as younger children--say 14 and under though, for arguments sake. I will have agree with points number 2 and 3.
