Update: My pings from my modem to local CO box (first hop) have been wildly changing during the night. The first hop pings spiked at about 200 and then went down to about 30 (normal) sometime during the night. I have no idea what they were doing with their local network to degrade its performance so much. I'm betting that an SBC tech mis-configured something locally and had to fix it during the night. I can only hope that who ever made the mistake had to go into work to fix it instead of fixing it remotely.
Also, trying to explain the difference between bandwith and latency to a level one tech person has got to be some kind of punishment devised in the lowest circles of hell.
